A charge of No Valid Driver's License will not make you a Habitual Traffic Offender (HTO).

If you have three DWLS with knowledge charges in a period of 5 years, you will be designated a Habitual Traffic Offender and you will have your driver's license revoked for a period of 5 years.

To avoid this, your criminal attorney should negotiate a change of charge from DWLS to NVDL (No Valid Driver's License) which will not be used by the Florida Department of Highway Safety and Motor Vehicles to make you an HTO.
